Lawmakers in California have called an emergency session of congress in order to pass legislation that would make it unlawful for Lyndsay Lohan to turn 21.
The troubled star is presently undergoing her second stint in rehab and when she gets out she plans to throw a huge 21st Birthday party bash in Las Vegas. Now that's the kind of rehab I could live with.
